In 2008, the democratic deficit was 45.3. This means that out of the 308 seat Parliament, 45.3 seats were occupied by a party which were in excess of the seats they would be entitled to under a proportional system. Of these, Conservatives held 27 extra seats, and the Bloc Québécois held an extra 18 seats.
In short, the first past the post system awarded the Conservative party 27 more seats than they deserved based on the popular vote, and awarded the BQ 18 seats more than they deserved. This represents about 15% of the seats in the House of Commons.
